I have no idea of the fingering. I first saw this video on the Lowland Border Piping Society, where they said they were made by Jon Swayne.

Jon Swayne had a set of pastoral pipes with him at Piping Live, they sounded lovely. If I remember correctly, he said they were based on a MacGregor set.
