Reed size relationships

I'm curious if there's any kind of rule of thumb for the dimensions of a reed for any given bagpipe. If, hypothetically, you were going to make a bagpipe essentially from scratch, and you had a chanter of a given length and bore size, what would be the thought process for starting to develop a reed for it? I'm curious for both single and double bladed reeds; I would imagine single bladed reeds scale somewhat more predictably...

I've read up on the fundamentals of reed organ pipes, much of which is interesting acoustically, but I'm having trouble really adapting the sizing to the pipes.
