Looking into possible options for Tin Whistle/Penny Whistle teachers in or around the Dandridge, Tennessee or Knoxville, Pigeon Forge, Tennessee area.

Can't help you with teachers local to you, but I have used Skype lessons with success. My teacher is Christina Dolphin and she is listed here under the subject "Offering Flute and Whistle lessons in NY and over Skype". Best of luck.
