Sure. If you're targeting youth (or fish), you need to go where they are, not where they were.

We don't know what was happening on other sites than Facebook. No one else has done any analysis, except for Twitter, and they only looked at accounts linked to those Facebook already IDed. There may well have been a vast campaign targeting young voters, but so far, it hasn't been identified.
