Advice - best whistle for tweaking?

I got rid of some decent whistles in the past but am getting back into it. Just wondering for the inexpensive whistles like generation and feadog which would you guys think is the best to buy if I want to tweak it myself ? I am looking at Key C and Key D. I want to get both of them. Is one brand better to tweak than another when dealing with these two keys? I have heard the head on the feadog is superior to the generation what do you guys think? Thanks for you advice.
