Looks and sounds like an Eastern European frula-type whistle. In this case, a Ukrainian dentsivka, I'd guess. You can see at least 7 holes, with the fipple presumably on the underside, which is fairly typical. It could also possibly be a sopilka or floyarka, which is a notched flute. But from the recording and from the embouchure in the pix, I'd say a duct flute / whistle.
