Does anyone know of a whistle pouch *maker* - ideally someone who makes for the trade, not a retailer - or any websites for same? Ones based in UK/Ireland/Europe are preferable, but I'll take what you can offer.

There is a company called Tuff Bags that makes pack-cloth carrying bags, compartmentalised, fleece-lined, especially for whistles. They have webbing shoulder straps and use quick-release plastic fasteners. The bags for whistles have 6 compartments, about 13" long and have a zipper compartment for papers, pencils and folded-into-quarters sheets of music. They also make bags with 3 compartments (geared for recorders), but this allows you to add some foam-padding tubing around your whistle for extra protection.
I have one of each and like them well. The company would appear to work trade as well as retail. Their website:
