I did the dish liquid and water solution as Michael Burke suggests and it has seemed to have helped with my issue.

I treat the windway of my clog-prone whistles with Duponol surfactant (sodium lauryl sulphate), a few drops spread around with a matchstick and allowed to dry. You can find it on Amazon.

The toothpaste trick also works well, particularly with narrow windway aluminum whistles.
