Those whistles should be offered for free. Might be an easy DIY fix switching ends. Pretty colors though.

Actually I bought for $1.50 a whistle like these at Michael's arts & Craft store several years ago. It wasn't very good but I've had worse. Also the head was on the correct end.

I just tried it.
You get, from the bell tone up:
d, g, a, b, c...scale notes 1,4,5,6,7 -in fairly clear notes (though normally you'd get: d, e, f#, g, a...or scale notes 1,2,3,4,5)....but after that on higher it's just about impossible to get a note in tune or to control which octave you get.

Maybe there are folk tunes in some culture that utilize that scale. But I feel sorry for the hopeful newbie people who receive those whistles without realizing the error.
