That makes sense.
Burke probably came out with those in response to people asking for a high D that played more like traditional Irish whistles.
He would have to go through his whole catalogue and scale down the bores of all his sizes/keys to make people like me happy.
For example Mezzo F: Goldie .715 Burke .78
A Burke might have a bore bigger than a key or two lower from other makers for example Burke Low Eb .865 Goldie Low C .844
Seems that Goldie likes a ratio in the high 24's and Burke likes a ratio around the mid 22's.
