And in the postcard it actually says the (Eb) flute comes with silver keys...
So it's obviously referring to another flute. Maybe a previous owner had both flutes and mixed up the paper work.

So there's really no knowing who made it.

An Alba Low D costs £125. They are good whistles that play well.
There is also the non-tuneable MK Kelpie. Has a good sound. Though it might not work with other instruments. The one I had was a tiny bit flatter pitched than 440.

MKs are very easy to play, but can sometimes feel a bit slippery to hold. The glossy ones are less slippery than the non-glossy ones... The Pros are tuneable. I'd say, within your budget, your best options are probably a Tipple flute, a Hamilton aluminium student flute (with a plastic head), a Somers aluminium (with a plastic head), or increase your budget slightly and buy a second hand Casey Burns Folk Flute.
