I think buying a new whistle will be the cheapest option, unless you can find someone to 3D print one. There are a few designs online which may need to be scaled up to fit a Bb tube. See: 3D printed whistle head

I thought that folk might like to see this splendid birthday cake which I received yesterday. Unfortunately my avatar hasn't mastered the piper's grip and is a little confused as to which hand goes on top, probably due to being slightly the worse for drink.

I have so many sop C whistles - a wide bore brass Dixon, an aluminium Dixon with a tapered mouthpiece, a Freeman Blackbird (which was a huge disappointment) a Gen or two, a Sweetone or two and probably some others. I think you'd be better off just buying a Gen. I have a Freeman whistle in C (can't remember if its a Bluebird or a Blackbird) - it's ok, nothing special, and in my humble opinion, not worth the extra cost compared against a Generation whistle. 2) Fingering is going to be the main challenge and the piper's grip is trickier than I thought, but I bought it so I could learn this new skill, so that's not a concern. I also have a cheap Generation B flat on the way which should help adjusting to a bigger whistle - thanks for the tip Hoopy Mike!...

I like my Dixon polymer low D very much. It's a good price and is easy to play even into the second octave... The other thing to add is that the Gen Bb is a dirt cheap gateway drug to the low whistle in terms of getting used to stretching those fingers wider...
