Out of curiosity, if you don't mind, what guides do you use? I'm thinking about going this route. I like my hair short on the sides but not buzz cut and just long enough on top to comb easily. Your basic 60's businessman look. Do you trim around the ears or just cut the the same length as the sides?

One could learn to play a whistle (or any instrument) with no tools at all other than the whistle itself but that would be reinventing the music starting about a million years ago. I would be curious to hear an argument against using a metronome to practise... Real Irish musicians don't do that. You shouldn't need one. They distract you from the music. It would be interesting to have some simple tunes actually written in E, and also Eb which I'll get to when I feel I can make the right hand stretch more easily. Maybe I don't understand the question. If you want lots of tunes to play on your E whistle, pull out any tune in D or G and finger your E...
