Yep, saw it, although it wasn't posted yet back in May when I posted initially. So far I've contacted Matt McNeely, Rick Hall and Skip Cleavinger - all of who are unavailable. I also have a message out to Gary White, but he's not responded.
I'm open to other suggestions.

There's a great version of the tune on John Skelton & Kieran O'Hare's CD "Double Barrelled". That's where I learned it, anyway.

B flat is one of my very favorite keys of whistle. I have a Burke and a Reyburn as well as a couple Generations. For the money, the Generations whistles are really quite good. There are plenty. I don't think Kevin (Crawford) has a background in music notation and theory for example. Correct me if I'm wrong Kevin.
