I don't have any experience with their low whistles, but Parks and Goldfinch make very nice quality PVC whistles at a very fair price. If I'm not mistaken the lowest whistle in the Parks line is the "A". Goldfinch has a full line of whistles from low "C" to high "Eb". P...

I can't help with finding whistles in Cleveland, but Detroit musicians can always drive about an hour to Lansing where they can find Generation, Clarke, and Walton whistles at Elderly Instruments.
