I have used a capo made for five-string banjo on my octave mandolin and found it useful. I don't really like to capo my standard mandolin, as it's just so short to start with. I am not that skilled, but I have found I can play most keys without a capo, so it's not as useful as with a banjo or guitar...

When I worked nights, I used the foam ones a lot for sleeping in the daytime. Then I discovered wax ones, obtainable at the pharmacy. Don't know how well musical frequencies will be perceived, but they cut down a lot on the noise. Something like this.
