See my Howard thread for my opinion on who makes good pipes. As for 'the best' probably highly subjective. It would be more useful to list the worst, like hobgoblin 'gremlin' pipes made in pakistan, and other rubbish for potential pipers to avoid.

I.ve got a Howard practice set, which is pretty nice, but The maker has just bought in some improvments which are awesome. Firstly is the new 'Iris' tuning device for the bottom D note. History of Uilleann pipes in England
On the London Uilleann Pipes Club website it says that Uilleann pipes are Native to both Ireland England, but they died out in England. This is not a claim I have seen elsewhere, I thought they were an exclusively Irish in origin.
