Flat sets are uilleann pipes pitched lower than the normal D, e.g. C#, C, B etc. So basically in lower keys rather than simply 'flat', although they may be both (or indeed sharp!) because they're not always at A = 440.

The bigger issues, though: I haven't been able to play much recently due to arthritic hands Sorry to hear that, but me too, with my increasingly stiff, slow and unwieldy fused LH middle/index finger in particular now affecting flute more than most other instruments. I hadn't seen the clip of Hatao doing it on whistle and flute- that's impressive. Can't help but notice that tho he's quite capable, I've never seen him actually use circular breathing (aside from this vid) otherwise in his hundreds of Youtube vids. That cannot be optimum unless you want a duplicate E hole! Also, what do you mean by the E hole: the one that's open to sound E or the lowest one fingered?
