I did mention in the opening post not to worry about the cost. I don't have unlimited resources by any stretch of the imagination, but for the purpose of this discussion I didn't want to place any constraints on the options. I've heard Humphrey whistles are great, but they are currently unavailable....

A purer whistle has fewer overtones in its spectrum and so it is less susceptible to this masking. So loudness often comes at the expense of complexity, which means loud whistles sound less sweet.
